 J.M Keynes, The economic consequences of the peace 중 발췌했다. 1914년 영국인들은 전례 없는 평화와 번영을 만끽하고 있었다. 다가올 양차 세계대전은 꿈도 꾸지 못한채 말이다. 1914년의 런던을 2025년의 서울로 바꿔도 무방해 보인다. 여러가지 측면에서.

 

요즘 런던 시민이라면 침대 머리맡에 누운채로 차 한잔을 마시며 전화로 이것저것 필요한 양만큼 주문할 수 있다. 주문한 물건은 곧장 배달 돼 현관문 앞에 놓인다. 같은 시각 그는 똑 같은 자세로 침대에 누운 채로 전화로 투자 업무를 볼 수도 있다. 세계 각국의 주식시장과 상품시장을 무대로 자신의 미래 이익 전망에 따라 주식과 상품의 매매 주문을 내는 것인데, 전혀 힘들일 필요도 없고 잘못될 여지도 없다. 혹은 정보가 빠른 믿을 만한 인물에게 자기 재산의 관리를 맡길 수도 있다. 원하기만 하면 언제든 여권이나 공식적인 절차 없이 다른 나라로 열대지방이든 극지방이든 편하게 여행할 수 있다. 집사를 지켜 귀금속은 여행할 나라에 맡겨놓을 수도 있는데 종교와 언어 관습의 차이에 관계없이 돈만 있으면 어느 나라를 가든 아무런 간섭도 하지 않는 다는 것이 차라리 서운할 정도다. 그러나 무엇보다 중요한 사실은 그가 이런 상황을 정상적이고 확실할 뿐만 아니라 더 나아지지는 않는다고 해도 영원히 지속될 것이라고 여기며, 만약 여기서 조금이라도 벗어나는 상황이 벌어진다면 그건 말도 안되는 비상식적인 일이므로 당연히 피해갈 수 있을 것이라고 생각한다는 점이다. 군국주의와 제국주의 인종적 대립과 문화적 갈등 독점과 규제 배척의 정치는 이런 환상을 깨뜨리는 독소와 같은 존재지만 일간 신문에서 다루는 오락거리에 지나지 않는데다 일상의 사회적 경제적 생활은 물론 거의 완벽하게 갖춰진 국제질서에 아무런 영향도 미치지 않았다.

The inhabitants of London could order by telephone, sipping his morning tea in bed, the various products of the whole earth, in such quantity as he might see fit, and reasonably expect their early delivery upon his doorstep; he could at the same moment and by the same means adventure his wealth in the natural resources and new enterprises of any quarter of the world, and share without exertion or even trouble, in their prospective fruits and advantages; or he could decide to couple the security of his fortunes with the good faith of the townspeople of any substantial municipality in any continent that fancy or information might recommend. He could secure forthwith, if he wished it, cheap and comfortable means of transit to any country or climate without passport of other formality, could dispatch his servant to the neighbouring office of a bank for such supply of the precious metals as might seem convenient, and could then proceed a broad to foreign quarters, without knowledge of their religion, language, or customs, bearing coined wealth upon his person, and would consider himself greatly aggrieved and much surprised at the least interference. But, most important of all, he regarded this state of affairs as normal, certain, and permanent, except in the direction of further improvement, and any deviation from it as aberrant, scandalous, and avoidable. The projects and politics of militarism and imperialism, of racial and cultural rivalries, of monopolies, restrictions, and exclusion, which were to play the serpent to this paradise, were little more than the amusement of his daily newspaper, and appeared to exercise almost no influence at all on the ordinary course of social and economic life, the internationalization of which was early complete in practice.
